What that means is that you get to build a base and train your troops, and then jump straight into the action as one of your units in order to have a more personal feel of the battles. The RPG elements are probably a bit weaker than the RTS ones, especially since the heroes are not that interesting most of the time. The combat can be particularly annoying sometimes as well, although it has been improved somewhat over the course of the many expansions that followed the original installment.
